Hi, my question is why is there a metal wrap around the leaf springs ?
can it be removed to inspect them without damaging it ?

any other tips on it

The old leaf springs were often wrapped in a burlap-type material and then covered with the sheet metal covers. It is because they were heavily greased and this all protected them from getting dirt, sand, etc. between the leaves.

Most have not survived, but if you are doing an original restoration, you might wish to keep them. They can carefully be removed and reinstalled, but they are usually very dented and bent up. They are one of those things that have been determined to not be necessary.
