Does anyone know how to replace the horn ring on a 54 Star Chief?

Do I just pop off the center cap and loosen a nut to replace the ring? Or is there more to it than that?

I found Castrol Dexron VI fluid. It says it's for GM. Before I put $60 worth of fluid, just want to be sure though.
