I have a 1951 Chieftain eight cylinder with a hydramatic transmission. I have completely checked out the fuel system and it is ok. The engine surges (it's like pushing the accelerator up and down regularly) and I've been told that the transmission is at issue. Has anyone encountered this problem and does anyone know what needs to be done to solve the problem?

We assume it is doing it while driving and not just idling, right? Does it do it if you hold it in the lower gears while driving? While accelerating, or when cruising at a constant speed?

While a transmission can't surge, it can be slipping. Is it a rhythmic sort of pulsing or unpredictable?

You mention fuel system, how about vacuum leaks?

I've discovered no vacuum leaks. The car cannot be driven because of the surging which is rhythmic. It will idle fine but when the accelerator is pressed down the surging begins and will continue regardless of rpm. My understanding is, that were it a vacuum leak, the surging would be overcome by the increase in rpm. I have tried an experiment and drained the fluid from the transmission (not the torque converter) and this has changed the surging effect. It will still do it but certainly not to the degree that it had been happening. My next move will be to drain the torque converter to see if the problem is eliminated. If this is the case are you aware of what exactly would cause this issue? Does this require the removal of the transmission and some sort of rebuilding or would it simply entail refilling the transmission?

I should also state that prior to this problem I had the transmission adjusted by a professional who is very familiar with the hydramatic. Unfortunately he has retired and is no longer available. I drove the car for about 20-30 miles after the adjustment without an issue, parked the car, and about a week later tried to take the car out for a ride when this problem occurred.
