If you ordered a new car, in Canada, in 1966 and it was a 396 or 427 Was it considered a Pontiac?

Sorry to have missed your question, but it is an interesting one. By ordering a car with a 396 or 427 in Canada, I assume you are meaning a Pontiac. You could order a Chevrolet in Canada too which might have included those engine options.

If you ordered a Pontiac, it would have had a Chevrolet drivetrain, but have been considered every bit a Pontiac. It was an interesting arrangement that GM had in Canada for many years where Pontiacs were built at the Chevrolet plant using Chev drivetrains and even misc. other Chev pieces.

There is an interesting book on Canadian cars by R. Perry Zavitz called "Canadian Cars, 1946-1984". I doubt it is still in print but might be found in an old automotive book store somewhere; perhaps a Google search will turn one up. It was originally published by Motorbooks International of oscela, WI.
